lottery and gambling are two different things, although they are both a game of luck. In gambling, only those organizations and players benefit. In lottery, this situation is very different. Lottery is not only used to gather people's hearts, but also for charity, infrastructure and social welfare. Governments all over the world also regard lottery as a means to drive social development. In some countries, lottery is regarded as a kind of voluntary tax payment. People who know it's hard to win a prize will buy it, because their money will be used for some public welfare undertakings. In Britain, 75% of the population buy lottery tickets because they know that even if they can't win the lottery, the lottery revenue will be used for charity, grants and other public welfare undertakings.
